About the opportunity

The UNDP EDMITE project in Moldova works to strengthen democratic resilience by reinforcing electoral institutions against cyber threats and improving digital infrastructure. The IT Project Analyst will serve as a principal technical focal point, bridging the gap between UNDP, the Central Electoral Commission (CEC), and external vendors. The role involves managing the end-to-end lifecycle of electoral information systems, including the State Automated Information System (SAISE) and various public-facing transparency tools. The Analyst will ensure that all digital interventions align with national cybersecurity policies, data governance standards, and UNDP project management requirements. This position requires a blend of strategic planning, vendor oversight, and hands-on technical coordination to ensure the reliability and sustainability of Moldova’s electoral digital backbone.

Our Take on This Opportunity

This section reflects Open Opportunities’ own analysis of the opportunity from an applicant’s perspective.

You may be a strong fit if…

  • Professionals with a background in ICT project management who have successfully overseen the implementation of multiple complex information systems.
  • Candidates with experience working with public institutions or electoral bodies, particularly within the context of the Republic of Moldova.
  • Individuals who possess both technical expertise in systems architecture and the soft skills required for stakeholder coordination and vendor management.

What should you think carefully about?

  • This is a part-time, short-term contract, which may not offer the stability of a long-term, full-time position.
  • The role requires the candidate to provide their own working equipment, including a laptop and reliable internet connection.
  • The position is highly specialized and requires fluency in both English and Romanian, which may limit the applicant pool.

How could this fit your current goals and plans?

This role is an excellent fit for an IT professional looking to apply their technical project management skills to a high-impact public sector project. It offers a unique opportunity to work at the intersection of technology, governance, and democracy, providing significant experience in managing large-scale digital infrastructure that directly supports electoral integrity.

Our take

This is a strong opportunity for experienced IT project analysts who are fluent in Romanian and English and are interested in contributing to democratic governance in Moldova. It is less suitable for those seeking full-time employment or those without prior experience in managing complex, multi-stakeholder information systems.
