About the opportunity

This consultancy, supported by UNESCO and UNDP, aims to analyze the legal debates surrounding the right to connectivity, the regulation of technological device acquisition, and the use of Artificial Intelligence in education within Colombia. The consultant will review Colombian legislation and Constitutional Court jurisprudence to produce an analytical document. This work supports the ‘Technologies for Learning’ (TPA) strategy, which focuses on using digital tools to mobilize learning rather than merely delivering hardware. The consultant will engage with key stakeholders, including government officials and educational experts, to identify innovative improvements for quality education. The role requires a deep understanding of educational policy and legal frameworks.

Our Take on This Opportunity

This section reflects Open Opportunities’ own analysis of the opportunity from an applicant’s perspective.

You may be a strong fit if…

  • Ideal for senior researchers or policy analysts with over 12 years of experience in the intersection of digital technology and educational policy.
  • Strong fit for candidates with a background in constitutional law or legal analysis, particularly within the Colombian context.
  • Excellent opportunity for professionals experienced in working with UN agencies or national government bodies.

What should you think carefully about?

  • The role requires significant travel within Colombia, which may be demanding despite the virtual nature of the core work.
  • The 2-month duration is short-term and requires a high level of productivity and immediate engagement with stakeholders.
  • Candidates must be comfortable producing high-quality analytical documents in Spanish while maintaining professional communication in English.

How could this fit your current goals and plans?

This consultancy is an excellent opportunity for an expert to influence public policy at a national level in Colombia. It provides a platform to contribute to the strategic shift of a major educational initiative (TPA/CPE) and offers high visibility through the production of analytical reports for UNESCO and UNDP. It is well-suited for someone looking to apply their academic and research expertise to real-world policy challenges in a short, intensive timeframe.

Our take

Experienced policy researchers and legal experts with a focus on education and technology should apply. It is less suitable for those without extensive experience in policy evaluation or those unable to commit to the required travel within Colombia.
