About the opportunity

The Pan American Health Organization (PAHO) is seeking a consultant to support the development, implementation, and regional scaling of the eMCCD initiative and related ICD-11 technical cooperation. The consultant will provide technical leadership, specifications, and implementation support for regional digital health solutions, including the integration of HL7 FHIR and the WHO ICD-11 API. Key responsibilities include defining functional requirements for the eMCCD, supporting AI-enabled clinical decision support concepts, providing technical guidance for ICD-11 maturity assessments in Member States, and facilitating capacity-building activities. This is a part-time, remote consultancy role requiring deep expertise in digital health architecture, semantic interoperability, and international health standards.

Salary and benefits

  • Daily pay rate ranging from $258 to $314 USD, depending on deliverables.
  • Opportunity to contribute to regional digital health transformation and mortality reporting standards.
  • Engagement with international health organizations and Member State health authorities.

Who can apply?

  • Advanced university degree in Biomedical Informatics, Digital Health, Computer Science, Health Information Systems, Medicine, Public Health, Engineering, or a directly relevant discipline.
  • Minimum of 9 years of professional experience in digital health, health information systems, or health data standards.
  • Demonstrated experience supporting ICD-11 implementation.
  • Proven experience with HL7 FHIR and semantic interoperability.
  • Experience with clinical terminologies, classifications, and health information standards.
  • Experience providing technical cooperation to ministries of health or health institutions.
  • Very good knowledge of English and Spanish (written and spoken).
  • Knowledge of Portuguese is desirable.

Required documents

  • Updated online profile on the PAHO Career page.
  • Scanned copies of required degrees, diplomas, or certificates (if selected for interview).

When to apply

  • Applications must be submitted by September 21, 2026, at 11:59 PM Eastern Time.

How to apply

  • Complete an online profile on the PAHO Career page.
  • Ensure all experience records are detailed with specific tasks performed.
  • Submit the application through the official PAHO recruitment portal.

Additional information

  • The consultancy is expected to run from October 16, 2026, to June 30, 2027.
  • The role is part-time, with an estimated level of effort of approximately 60% FTE.
  • International travel may be required subject to PAHO approval and funding.
  • This is a non-staff, independent contractor position; no employer/employee relationship is created.

Our Take on This Opportunity

This section reflects Open Opportunities’ own analysis of the opportunity from an applicant’s perspective.

You may be a strong fit if…

  • Professionals with a strong background in both clinical informatics and public health policy who can bridge the gap between technical software requirements and health system implementation.
  • Experts with hands-on experience in HL7 FHIR and the WHO ICD-11 API who are comfortable providing technical leadership rather than just software development.
  • Individuals with experience working with international organizations or ministries of health, particularly in the Americas region.

What should you think carefully about?

  • This is a part-time, fixed-term consultancy contract, not a permanent staff position, which means it lacks standard employment benefits and requires the consultant to manage their own tax obligations.
  • The role requires high proficiency in both English and Spanish; candidates lacking fluency in both may find the technical cooperation and documentation requirements challenging.
  • The work is remote, but the need for international travel to Member States means applicants should be prepared for potential travel commitments.

How could this fit your current goals and plans?

This consultancy is an excellent fit for senior digital health professionals looking to make a high-impact contribution to regional health infrastructure. It offers a unique opportunity to shape the implementation of standardized mortality reporting and ICD-11 adoption across the Americas, providing significant professional exposure to international health policy and digital public goods.

Our take

Experienced digital health specialists with a focus on interoperability and ICD-11 should seriously consider this role. It is less suitable for those seeking long-term staff employment or those without significant experience in international technical cooperation and health information standards.
